i am a mother of two teenagers a clean a house for a living with 2 teenagers and always some teen aged guest in the guest rooms and i have discovered through the years what teens like male or female,
so here is what you do…
through some dirty smelly socks all over and don't forget behind and under the furniture then add some wet towels use a variety of colors put some dirty dishes on the night stands and tv make sure some of them are milk glasses then through folded up clothes all around then kick them around a bit then open the closet pull some garments off the hangers some part way off and some all the way off add some half empty squished up bags of chips then kick it around and then through in some belts and shoes kick them around be sure to kick them in the clothes enough so you don't see them you know enough to trip over rub your hands and bare feet in some good black dirt and then rub them all over the walls stick some chewed up gum on the walls and night stands leave some snotty toilet paper wods every where and last but not least through in some dirty underwear to spice things up they will love it!!!!

I think the general consensus would be to paint the room. However, I think it is always best to start with the linens because most of the change is going to come from the bedding. One of the things I think people should do is to invest in at least one good set of quality bedding. And i think if you found a set of bedding that you absolutely love, everything else is going to fall into place.
Another thing would be to purchase new bedroom furniture. For people who are on a limited budget but want quality furniture, I would recommend Ashley Furniture. They have three different lines of furniture Ashley, Signature, and Millenium. They range from inexpensive to expensive, but none of them are outrageously expensive. You could purchase a good bedroom set for $1500. If you dont want to spend that much, I know many places where I live that offer sleigh beds for aroud $350.
To really answer your question, I think your could change the look of your room through bedding a painting treatment. It would be the cheapest, because paint alone isnt going to change the look if you have drab bedding.
One thing I will say is that installing a new floor, even though you might not particularly want to, can also be a inespensive fix that dramatically improves the look of the room.

Well, considering that your belongings are not set yet, it is only natural that you feel that the room is not "you".
Consider you can break the "babyish feel" of the room with bright color accessories and maybe some trims. Blue and white are very forgiving colors, easy to match.
Try to find a color palette that uses blue and white as basis. You can go retro, and combine those colors with psychedelic bright purples, pinks, lime greens, a little bit of dark brown. Think retro pictures, shaggy pillows, cool window treatments, a lot of color e geometric shapes.
The rotating dresser can be a fantastic place to showcase your favorite accessories and clothes.
Or you can go for a sea shore feel, and add things in neutral tones, add natural textures and elements like sand, straw, sea shells, ocean pictures. You can add some pieces with a distressed look, for a "shabby chic" look. Or you can add some tropical flavor to it.
It all can be done with very inexpensive accessories, without changing he furniture.
Also, different knobs for drawers can change the whole look of a given piece of furniture.
